The Auditor General reveals that Laval elected officials are deprived of essential information

Laval, Wednesday, August 12, 2026 – Following the tabling of the most recent report by the Auditor General of the City of Laval, Ms. France Lessard, Parti Laval, the official opposition at City Hall, is denouncing significant management, planning, and governance shortcomings within the Boyer administration and is calling for the rapid implementation of the recommendations. While Laval's infrastructure is aging and requires significant investment, the Auditor General notes that the City still lacks a complete picture of the state of its assets due to outdated data, incomplete maintenance plans, and a lack of performance indicators. This reportedly hinders, among other things, the ability of elected officials to properly prioritize investments. "This report is a serious wake-up call for the Boyer administration. The residents of Laval are paying ever-higher taxes and have the right to demand more rigorous management, better planning, and genuine transparency. To make the right choices, elected officials must have access to complete, reliable, and up-to-date information," stated Louise Lortie, municipal councillor for Marc-Aurèle-Fortin.

Plan before you spend

The report highlights that the City still lacks sufficiently comprehensive data to properly plan the maintenance of its approximately 300 buildings. Similar shortcomings have been identified in the management of parks and public spaces, where many monitoring tools are incomplete or outdated. For Parti Laval, these findings are all the more concerning given the current financial climate. “While Laval has an operating deficit of 11.3 M$, debt of nearly 1.2 billion $, and reserves that are falling sharply,” explained Ms. Lortie. She added that the Boyer administration “can no longer afford to wing it. Before launching new projects and incurring new expenses, the City must know what it has, the condition of its infrastructure, and which parts need to be repaired first.”

"When finances deteriorate, every dollar counts. Without proper planning, there is a risk of fixing the wrong things at the wrong time, while other infrastructure continues to deteriorate. Citizens deserve better," added Martin Vaillancourt, city councillor for Fabreville-Sud.

An opaque administration: elected officials must have all the information

In her report, the Auditor General also notes that elected officials do not always have the necessary information to fully exercise their role and make informed decisions. "Elected officials are asked to authorize investments of several million dollars. The least we can do is give them all the information they need to assess priorities and risks. A healthy municipal democracy requires transparency and relies on well-informed elected officials. The Boyer administration must quickly take note of Ms. Lessard's recommendations and course-correct," Louise Lortie concluded.
