États financiers 2025 : Laval dans le rouge. Parti Laval réclame un plan de redressement

Laval, Wednesday, July 8, 2026 – Following the release of the City of Laval’s 2025 financial statements, Parti Laval—the official opposition at City Hall—has condemned the Boyer administration’s reckless financial management. According to the opposition, the figures confirm that Laval is in a troubling situation: the city is running a fiscal operating deficit of 11.3 M$, its debt has now reached nearly 1.2 billion $, and several funds and financial reserves are sharply declining or have even been completely depleted. In light of these findings, Louise Lortie, city councilor for the Marc-Aurèle-Fortin district, tabled a motion calling for an action plan to restore financial health and ensure sound and responsible management of public finances. “By ignoring numerous red flags, the Boyer administration is spending more, taking on more debt, depleting its reserves, and no longer adhering to some of its own minimum thresholds for financial prudence. Laval is at risk! We need a recovery plan,” stated Ms. Lortie.

Risky finances: Laval in the red

Filed Tuesday evening, after the deadlines set by law, the 2025 financial statements confirm that Laval has crossed a worrying threshold. According to Parti Laval, these findings confirm that "the Boyer administration is managing Laval's finances recklessly and without consideration for the future and the wallets of Laval residents." Indeed, the 2025 financial statements mark a disturbing turning point: for the first time in its recent history, Laval is showing an operating deficit for fiscal purposes. 

“In less than 5 years, the Boyer administration’s management has really hurt us! Reserves have dwindled by nearly 50% since 2021. Debt has skyrocketed by more than 40% and now costs us 159 million $ per year. We need to wake up—Mayor Boyer’s poor policy choices are catching up with us, and we’re in the red,” said Martin Vaillancourt, city council member for Fabreville-Sud.

The opposition asks for a plan

Faced with this situation, Louise Lortie submitted a proposal on Tuesday evening for the City to present an action plan within a maximum of 90 days to ensure sound and responsible public financial management. This aims, in particular, to develop a strategy to replenish financial funds and reserves in order to meet the minimum thresholds set by City policies and to prevent the year 2026 from ending, like 2025, with an operating deficit for fiscal purposes.

"When an administration has to deviate from its own financial prudence rules, it's not a technical detail: it's a red flag. We cannot ignore it; we are at risk because of the political choices of the Boyer administration. Laval needs a clear and responsible plan to correct course," concluded Ms. Lortie.
