Laval, Wednesday, October 8, 2025 - After presenting its commitments to "protect Laval from flooding", Parti Laval - Équipe Larochelle unveiled its commitments to municipal finances on Wednesday. In his announcement, Parti Laval leader and mayoral candidate Claude Larochelle promises to "put an end to waste" and "manage every dollar rigorously to protect the wallets of Laval residents". To achieve this, Parti Laval intends to limit tax increases, allow payment in six interest-free instalments, offer greater flexibility to all, facilitate access to property and "put an end to excessive projects that increase the debt". "After 12 years in power, Mayor Boyer's party has left behind a colossal debt, the Boyer debt, repeated and exaggerated tax increases and spending that is too often unjustifiable. Laval can no longer afford to finance the political spectacle of the outgoing administration. We're going to invest close to the people and offer them more flexibility so that they can breathe. Every taxpayer dollar must be invested in the real priorities of citizens, not in marketing for the benefit of Mr. Boyer," declared Claude Larochelle.

Putting a stop to waste and protecting Laval residents' money

According to Mr. Larochelle's political party, the time has come in Laval to "put municipal finances in order and put an end to waste". The party cites as examples the costly major projects launched by the Mouvement lavallois, mainly in the downtown area, over the past few years, the growing tax burden and the constant increase in communications and advertising expenses.

According to documents obtained through access to information by Parti Laval - Équipe Larochelle, the City would have swallowed more than 3 M$ in advertising and marketing alone between January 2024 and August 2025. During the same period, the City's expenses increased by 15.9%, more than six times the rate of inflation. Net debt is projected to reach $1.3 billion by the end of 2025, an increase of 60% since 2021. Parti Laval - Équipe Larochelle therefore denounces this "systematic waste" and pledges to put municipal finances in order by putting an end to excessive projects, eliminating duplication and reducing bureaucratic complexity. "Every dollar saved in Mayor Boyer's wasteful daydreams will be redirected to essential priorities," said Mr. Larochelle.

Concrete measures

On Wednesday, Parti Laval - Équipe Larochelle announced that it was ready to take action right from the start of its mandate with targeted and immediate measures to help the people of Laval:

  • Limit the annual increase in the property tax account to a maximum of 1.75 %, as long as inflation remains below 3 %;
  • Allow municipal taxes to be paid in six equal, interest-free instalments, to give households greater budgetary flexibility;
  • Offer seniors aged 65 and over the option of deferring 50 % from their tax bill until their property is sold, to support those who want to stay in their homes longer;
  • Facilitate access to home ownership for young families by allowing the welcome tax to be paid in four equal, interest-free instalments over one year;
  • Put an end to excessive and costly projects that increase debt and weaken Laval's financial health;
  • Simplify municipal regulations, ensure transparent accountability and publish the expenses of councillors and committees to restore confidence.
  • Reinstate the publication of public notices in local media, to ensure equitable access to municipal information for all citizens.

"Lavallois' money must stop being wasted and be invested where it counts: in our underground infrastructures, in our services and equipment in the heart of our neighbourhoods, in the safety and cleanliness of our streets, with families and seniors. That's real business, and that's what Parti Laval will deliver," concludes Mr. Larochelle.
