For a CSRM program in Laval

"Laval must quickly adopt a CSRM program to effectively control the animal population on its territory" - Louise Lortie

Laval, June 28, 2022 - At the dawn of the moving season, too often synonymous with pet abandonment, Marc-Aurèle-Fortin city councillor and Parti Laval elected official Louise Lortie is proposing the introduction of a "Capture-Sterilize-Release-Maintain" (CSRM) program in Laval. This program, which has proved its worth in other Quebec cities and elsewhere in the world, ensures better control of the stray cat population on the territory. In fact, giving priority to sterilization reduces the number of euthanasias carried out each year, as well as limiting the undesirable effects caused by the presence of stray cats: 

"Even though sterilization has become compulsory, many owners have not complied with municipal regulations, leading to an increase in stray cats, which reproduce too easily. The solution can't be to close our eyes to the problem! 

The means to act

One of Ville de Laval's animal management objectives is to promote "[public] acceptance of cat identification and sterilization." For the city councillor, a CSRM program would make up for the likely lack of support: "At the moment, it's mainly the shelters, run by volunteers, that take care of stray cats. The city is partly abandoning its responsibilities," says Louise Lortie. "Mayor Boyer's team had promised to set up at least one Animal Services Center in Laval. However, the project has been shelved in recent years. Moreover, we recently learned that a sum of 14M$ that had initially been earmarked for the construction of this center was instead allocated to land acquisition. I understand that animal management may not be a priority for the current administration, but the fact remains that it is a pressing need. Many citizens are also calling for the city to take better care of animals. Setting up a CSRM program would be a good way of meeting one of the community's demands," she asserts.
