The main, and almost only, new measure to be put forward: a reduction in the speed limit throughout the territory. A wall-to-wall solution to a complex problem, says Parti Laval interim leader and Fabreville councillor Claude Larochelle: \"I'll say it again, if limiting the speed limit to 30 km\/h on residential streets were sufficient, the City wouldn't have had to install 700 speed bumps around parks and schools. Even the city's own experts say that lowering the speed limit won't change a thing. Drivers who don't respect the signs will continue to do so. The problem is speeding, not the speed posted on the sign,\" articulates the outspoken elected official. \"The Boyer administration is maintaining the number of speed signs at 20 throughout Laval. Yet this is a concrete and effective measure that has an impact on speed. It is also content to add 100 bollards, which represents less than 5 per district. It's an aberration,\" he maintains.&nbsp;<\/p>\n\n\n\n<p><strong>A disappointing, out-of-touch plan<\/strong><\/p>\n\n\n\n<p>\"Mayor Boyer's plan is completely out of touch! You only have to look at the statistics and accident data to see that none of the deaths in Laval over the past year have occurred on residential streets. The problem lies on boulevards, major arteries and large public and private parking lots, where there are virtually no facilities for pedestrians. Pedestrian crossings are often obliterated, inconspicuous, little respected or non-existent. Until road signs are adequate, located in the right places and respected, safety won't improve,\" laments Claude Larochelle.&nbsp;<\/p>\n\n\n\n<p>\"The idea of creating a Road Safety Table is interesting on the face of it, but the Boyer administration hasn't even bothered to invite members of civil society to sit on it! Citizens are part of the solution. They are the ones on the ground, experiencing the problems and being victimized by speeding and disregard for traffic signs. We can't afford to shut them out of the discussion, as the mayor's team intends to do. It doesn't make sense to act on human behaviour without taking the individual into account in the equation,\" points out Marc-Aur\u00e8le-Fortin city councillor Louise Lortie.<\/p>\n\n\n\n<p>\"Mayor Boyer's proposed plan lacks ambition, doesn't set any objectives, doesn't take the environment into account and completely misses the target of keeping pedestrians, cyclists and motorists safe and sound. Une solution mur \u00e0 mur pour un probl\u00e8me complexe, d\u00e9nonce le chef par int\u00e9rim de Parti Laval et conseiller de Fabreville, M. Claude Larochelle&nbsp;: \u00ab Je le dis et le r\u00e9p\u00e8te, si limiter la vitesse \u00e0 30 km\/h dans les rues r\u00e9sidentielles \u00e9tait suffisant, la Ville n\u2019aurait pas eu \u00e0 implanter 700 dos d\u2019\u00e2ne aux abords des parcs et des \u00e9coles. M\u00eame les experts de la Ville le disent, abaisser la limite de vitesse ne changera rien. Les automobilistes qui ne respectent pas les panneaux vont continuer de le faire. Le probl\u00e8me ce sont les exc\u00e8s de vitesse, pas la vitesse affich\u00e9e sur le panneau \u00bb, articule l\u2019\u00e9lu qui ne m\u00e2che pas ses mots. \u00ab&nbsp;L\u2019administration Boyer maintient le nombre d\u2019afficheurs de vitesse \u00e0 20 sur tout le territoire de Laval. Il s\u2019agit pourtant d\u2019une mesure concr\u00e8te et efficace qui joue sur la vitesse. Elle se contente aussi d\u2019ajouter 100 bollards, cela repr\u00e9sente moins de 5 par district. C\u2019est une aberration ! \u00bb, soutient-il.&nbsp;<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p><strong>Un plan d\u00e9cevant et d\u00e9connect\u00e9<\/strong><\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>\u00ab Le plan du maire Boyer est compl\u00e8tement d\u00e9connect\u00e9 ! Il suffit d\u2019\u00e9tudier les statistiques et les cas d\u2019accidents pour constater qu\u2019aucun des d\u00e9c\u00e8s survenus \u00e0 Laval au cours de la derni\u00e8re ann\u00e9e ne s\u2019est produit dans des rues r\u00e9sidentielles. La probl\u00e9matique, elle se situe sur les boulevards, les grandes art\u00e8res et dans les grands stationnements publics et priv\u00e9s, o\u00f9 il n\u2019y a pratiquement pas d\u2019am\u00e9nagement pour les pi\u00e9tons. Les traverses pour pi\u00e9tons sont souvent effac\u00e9es, peu visibles, peu respect\u00e9es ou inexistantes. Tant que la signalisation routi\u00e8re ne sera pas ad\u00e9quate, localis\u00e9e aux bons endroits et respect\u00e9e, la s\u00e9curit\u00e9 ne sera pas am\u00e9lior\u00e9e \u00bb, se d\u00e9sole Claude Larochelle.&nbsp;<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>\u00ab L\u2019id\u00e9e de cr\u00e9er une Table de s\u00e9curit\u00e9 routi\u00e8re est int\u00e9ressante \u00e0 premi\u00e8re vue, mais l\u2019administration Boyer n\u2019a m\u00eame pas pris la peine d\u2019inviter des membres de la soci\u00e9t\u00e9 civile \u00e0 y si\u00e9ger ! Les citoyennes et citoyens font partie de la solution. Ce sont elles et eux qui sont sur le terrain, vivent les probl\u00e9matiques et sont victimes de la vitesse et du non-respect de la signalisation. On ne peut pas se permettre de les \u00e9carter de la discussion comme l\u2019envisage l\u2019\u00e9quipe du maire. On veut agir sur les comportements humains en ne prenant pas en compte l\u2019individu dans l\u2019\u00e9quation, cela ne fait aucun sens \u00bb, souligne la conseill\u00e8re municipale de Marc-Aur\u00e8le-Fortin, Louise Lortie.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>\u00ab Le plan que propose le maire Boyer manque d\u2019ambition, ne fixe aucun objectif, ne prend pas en compte le milieu et rate compl\u00e8tement la cible de garder pi\u00e9tons, cyclistes et automobiliste sains et saufs.
