Laval, Thursday, May 9, 2024 - The day after the publication of the Laval mayor's report on the Annual financial report 2023, Parti Laval representatives Claude Larochelle and Louise Lortie decry the Boyer administration's lack of transparency. For Parti Laval's interim leader and Fabreville councillor, " the people of Laval deserve a clear and complete financial report, not a promotional brochure that disguises the real surpluses of 127M$. Mr. Boyer must publicly correct the record. It's a question of transparency and respect for the citizens we represent. "

A truncated report

On Wednesday, the Boyer administration released its financial report entitled " OUR 2023 SUCCESS STORIES "for the 2023 fiscal year. Following this release, Parti Laval denounced the absence of information vital to understanding the municipality's finances. " The unconsolidated operating surplus of 10.9 M$ announced in the mayor's report and in the media is a truncated figure. The mayor fails to mention in his report that the total surplus before reallocations exceeds 127 M$, much of which is due to an increase in property tax revenues of 60.7 M$ compared with 2022. "said Parti Laval's interim leader.

There is a lack of rigor and transparency on the part of the Boyer administration when it comes to presenting results to the public. They don't talk about the real surpluses, they boast of a 92.2% project completion rate when in fact it's a dollar completion rate. We don't know what the project completion rates are in the field. Spending is exploding on all construction projects. We don't have enough police officers to keep our streets safe, we don't have enough arenas, indoor pools, libraries or dog parks, and our roads, water and sewer systems are in poor condition. Is this the rigorous management touted by Mr. Boyer? "adds Ms. Lortie.

The mayor must correct the situation publicly " The mayor's financial report is a promotional showcase, not a true informative document, "insists Mr Larochelle. In fact, in the report that was publicly distributed, as required by law, only one of the eight pages of financial data from last year's report is reproduced this year. The 127M$ budget surpluses of the municipal administration are not identified. These surpluses, which are distributed to a variety of reserves, funds, provisions and projects, are not included in the report, which instead indicates that only 10.9M$ remains despite sharply rising property tax revenues. " This is not what I call a complete, detailed and transparent report. The people of Laval deserve better. The mayor must quickly put things right, "concluded Parti Laval interim leader Larochelle.
